Above the box of bags is a board where you sign up for the route you plan to clean. Don’t forget to pick up the survey and return it after Green Up Day. Note you can access the bags 24/7.

Please make an effort this year, whether on Green Up Day-May 4th-or whenever you can to check culverts, ditches and drains for debris and remove it. If you find a problem, please let the town office know 802-226-7291.

On Green Up Day, May 4, meet on the Proctorsville Green between 9-10 am. Pick up a bag and a route. Meet back on the Proctorsville Green between 11-1 for sandwiches and beverage.

Action Taken

• Approved Town Plan Energy Chapter

• Reviewed and Signed Town Highways Annual Financial Plan

• Accepted Annual Certificate of Compliance Road and Bridge Standards

• Approved and signed Yearly Local Emergency Management Plan Update (LEMP)

Other Business

•  Mill St. Bridge walkway needs to be strengthened as it was damaged during the July floods.

• Greven Field: In recognition of the continued flooding of the field-five times starting in July- the board discussed alternative usage of the space. Before spending any money the recommendation was made to wait until the Flood Resiliency Study has been completed. Ludlow fields at Dorsey Park will be used  this year for Little League..

• 2024 Paving: $250,000 will cover the paving of Whitesville Road. Culverts installed will be part of this project. Quent Phelan Road can’t be paved this year as a hydraulic study is needed. Studies are on-going for several other parts of town.

• Old Town Garage Additional Site Investigation: From last summer’s oil spill, studies are still underway to determine the impact and the ultimate clean up. Insurance has been providing reimbursement. In the event of that stopping, the town can tap into the Petroleum Clean Up Funds.  No action has been taken to date to move the pumps down to the current Town Garage.

• Flood Resiliency Study: The study, which  covers Cavendish, Ludlow and Plymouth, is being done by Mt. Ascutney Regional Commission (MARC). Currently have one grant for building resiliency that will cover a lot of the costs. The second grant will cover the match required for MARC  to do the study. Discussed digging in the river. If the state allows it, who would pay for it?

• Transfer Station: Special thanks to Mitch Benoit and Miguel Seville who have stepped up to run the transfer station after Willie Johnson’s  hospitalization.

2. IMMEDIATE JOB OPENING: The Town of Cavendish is seeking a motivated individual to fill the position of Transfer Station Attendant. The right applicant must be able to work independently, have good communication skills, work well with the public/fellow employees and possess strong organizational skills. This is a part-time position that offers approximately 30 hours per week.

Applications can be found at the Town of Cavendish website under the Document and Forms tab or pick up in person at the Town Office. All applications should be dropped off or mailed to the Town Manager: Rick Chambers at the town office P.O. Box 126, 37 High Street, Cavendish, VT 05142 Phone: 802-226-7291

3. CELEBRATE EARTH WEEK CAVENDISH STYLE: Earth week runs from April 20 to April 26 but we’re starting a day early.

April 19 (Friday): Pick up a Green Up Bag from the town office and start picking up in your corner of Cavendish.

April 20 (Saturday): Did you know that you can compost food scraps at the Cavendish Transfer Station? Don’t want to keep scraps on your counter? Save your scraps by putting them in the freezer. Once a week, take your “popsicle” compost to the transfer station. Food scraps are 1) parts of food that are typically discarded rather than eaten: peels, rinds, cores, eggshells, seeds, pits, shells, coffee grounds and filters, loose-leaf tea, and fats/oils/ grease, and 2) food that was eaten but not finished: "plate scraps" or leftovers that went bad. Any type of food can become food scraps—bread, pasta, soup, vegetables, fruit, sauces, etc. Do not include the following in your compost: meat or bones; all paper products; bioplastics (PLA/PHA); condiment packets; straws/containers; rubber bands; twist ties;  PLU stickers (Price Look-Up codes on fresh produce); packaging/recyclables; dishware/silverware; florist flowers (may contain chemical fungicides) The transfer station is open today from 8-5. You need to have a sticker on your car.

April 21 (Sunday): There is free single stream recycling at the Cavendish Transfer Station, which is open 10-5 today. Learn more about what you can recycle by reading “Recycling in Cavendish.” If you don’t have a transfer station sticker for your car, stop by this week and pick one up from the town office. They’re only $5.

April 22 (Monday): Happy Earth Day! Pick a room, or closet, and go through it and donate gently used items you no longer need to Black River Good Neighbors Services in Ludlow. They do have a furniture store but call first 802-228-3663 before bringing furniture. Shop BRGNS before purchasing new.

April 23 (Tuesday):  This is the time of year knotweed starts making its appearance. While it’s an invasive species in Vermont, did you know you can eat it? Check out Forager/Chef’s Japanese Knotweed: Hunting, Harvesting, Cooking and Recipes

April 24 (Wednesday): If you’ve been cleaning up your yard, remember “Don’t pitch in the Ditch.” Lawn debris can clog up drains and culverts and lead to flooding. Instead take leaves, tree branches (even old Christmas trees) to recycle at the Transfer Station. Other items you can bring in free of charge: untreated wood waste; scrap metal; propane tanks; fluorescents bulbs and tubes; batteries; computers, monitors, peripherals, printers, TVs; and uncoated natural wood pallets. Hours today are 8-5.

April 25 (Thursday): 98% of Cavendish is in the Black River Watershed so it’s not surprising that flooding is an issue for the town. You can help to reduce the impact by “gardening to absorb the storm.” A free manual is available for free at the Cavendish and Fletcher Libraries. The pull out sections identify all of the trees, plants and shrubs that work well in Cavendish.

• A scorecard for voters in the April 23 GM school budget re-vote:  On  April  23, voters in Andover, Baltimore, Cavendish and Chester will go to the polls to decide whether or not to approve a somewhat smaller budget for the Green Mountain Unified School District (GMUSD) for the 2024-25 school year. The GMUSD board eliminated the following a portion of the proposed capital reserve, a building-wide substitute teacher for the high school, some equipment and supplies for the guidance and technology departments and the music and industrial arts programs. The board also realized savings on new hires of staff that replaced those at higher pay grades and through a $77,000 reduction in the supervisory union assessment. With these and other cuts, the budget was reduced by $432,561 down to $17 million. That’s a 2.73 per cent reduction. Those cuts bring the base tax rate down to $1.30. But with the CLA calculation, those final education tax rates could range between $1.33 to $1.85 per $100 of assessed value according to the supervisory union. Chester Telegraph

Cavendish Update 4/12/24: Tag Sale/GMUSD Budget/Regs Discussion

READ THE CAVENDISH VT FACEBOOK PAGE FOR THE LATEST NEWS

This is the first Update in three weeks. While the week of March 29 had little news, April 5’s update was upended due to power outages, computer issues and even an earthquake. Only in Cavendish does one experience a major snowstorm, town wide power outage, an earthquake and an eclipse within five days.

Today’s post is a bit of a catch up but it’s also a reminder that the 14th Annual Tag Sale will once again take place in July. The re vote of the GMUSD budget is April 23, with absentee ballots available at the town office. Note that there is an important discussion taking place on April 24 regarding proposed draft regs for Cavendish Subdivisions.

We hoped you enjoyed Monday’s eclipse. Please note The American Astronomical Society (AAS) says modern eclipse glasses do not expire. If the glasses were compliant with the ISO 12312-2, and have no punctures, scratches or tears, and the filters/lenses remain attached to the frames, they will last. Older eclipse glasses used materials that degraded over time, so they were often printed with a 3-year expiration period. That is no longer true. One manufacturer, American Paper Optics, still prints the 3-year expiration warning out of an abundance of caution.

What to do with your Eclipse glasses:

• Donate them at one of the following locations: Cavendish or Fletcher Libraries; Benson Chevrolet; M&T Bank.

• Donate to Astronomers Without Borders; Eclipse Glasses USA. The Montshire Museum is collecting glasses for Astronomers Without Borders. Ship by August 1 to Eclipse Glasses USA, LLC; PO Box 50571; Provo, UT 84605

• Recycle by removing the lenses and recycling the cardboard

1. CAVENDISH 14th ANNUAL TOWN WIDE TAG SALE: It’s hard to believe that this will be the 14th year of what started out as a special event for the town’s 250th anniversary. Given what 2023 was like, to say nothing of the rain that impacted last year’s sale, we hope to make it bigger and better this year.

As you begin spring cleaning, put aside items for the Annual Town Wide Tag Sale, which will take place on July 27 (Saturday) from 9-2.  Space is available for free on both of the town greens for Cavendish residents, property owners and businesses, along with non-profit groups that serve the community.

To register for a space on the green, or if you have questions, please call 802-226-7807 or e-mail cavendishconnects@gmail.com Website

4. CAVENDISH COMMUNITY CALENDAR CONTEST: For more than 20 years the Cavendish Community and Conservation Association has produced a community calendar featuring photographs taken by Cavendish/Proctorsville residents of Cavendish/Proctorsville scenes.

The theme for 2025 is “Cavendish: Resilient and Strong.” What images come to mind when you think of the strength and beauty in our community? How do you see nature renew itself? Photos of landscapes, buildings, people, and animals within Cavendish will be considered for publication.

All photographs will be displayed in the Cavendish Fletcher Community Library; the public will be able to vote on their favorites during the last week of May. Whether you are a full-time or a part-time resident, and even if you have never submitted pictures to the calendar before, this is your chance to capture a sight that you appreciate and share it with the community. The usual submissions are from ordinary people who find beauty in ordinary places. The deadline for entries is May 21. FMI: Application procedures and rules are available at the CCCA website. Please contact CCCA at cavendishcommunityconservation@gmail.com or call Robin at 802-259-2327 if you have questions.

Holly.  While Broadley has “no specific timeline,”  after the April break (April 8-12) he intends to survey GM students and its student government about “possible rebranding and ideas. There are many more names that people could throw out there that would not impact the (state and supervisory union) guidelines that we have to follow.” Chester Telegraph

• TRSU Board approves revised budget: The Two Rivers Supervisory Union (TRSU) Board has approved the revised school budget of $10,897,278, representing a 13.65% increase from last year’s budget. 14th Cavendish Annual Town Wide Tag Sale

The 14th Annual Cavendish Town-Wide Tag Sale will be held on Saturday July 27, 2024 from 9-2.

                                                            July 25, 2024

This page is updated as we have new registrations. Two weeks prior to the sale, we post vendor item pictures on the Cavendish, VT Facebook page.

The Cavendish Town Wide Tag Sale began in 2011 as part of the town’s 250th anniversary’s yearlong celebration. Because it was such a hit, Cavendish Connects has continued to sponsor it. It takes quite a bit of time to coordinate this event, therefore we are asking the Cavendish community to help support Cavendish Connects by making a donation now, the day of the sale or shortly thereafter, which can be done from the CC’s donation page

Last year, in spite of the flooding, the sale went ahead and was spread over two days. This year, in an effort to continue expanding Cavendish’s preparedness activities, the Cavendish Connects booth (Gazebo on the Proctorsville Green) will have a special table set up so that families can make “Go Kits,” to help them be ready if they need to evacuate suddenly.

The following information is provided for vendors:

• The sale will be concentrated along Main Street (Route 131), with both village greens available.

•  Anyone setting up on a village green is responsible for bringing all supplies and removing all trash and items that did not sell by the end of the day.

• Secondary areas will be off High Street in Cavendish Village and Route 103, Twenty Mile Stream and Depot Street in Proctorsville. Those along High Street, Route 103, Twenty Mile or other areas should think about signage.

• Signage will go up two weeks before the event.

• Vendors from other towns can participate in the sale but they must pre-register and pay a fee of $15.

• Those who wish to register for space at the Greens, or have their site listed on the vendor list (on-line only) should send an e-mail to cavendishconnects@gmail.com or call 802-226-7807. Please note that the more information you can provide about what you have for sale, the more shoppers you will attract.

1.CAVENDISH PUBLIC HEARING NOTICE: The Town of Cavendish invites the public to a hearing to discuss the draft Enhanced Energy Chapter to be included in the Cavendish Town Plan. A copy of the draft Energy Chapter can be found on the Town’s website.

Time/Date:     6:00 PM April 15th, 2024

Location:  Cavendish Town Hall, 37 High Street Cavendish VT

Zoom Meeting Meeting ID: 813 1239 1910 Passcode: Cavendish

2. GARDENING TO ABSORB THE STORM: Seed catalogues in the mail and planting supplies at the store are welcoming signs of spring. Given the rains of 2023 and flooding, now is a good time to think about creating gardens that can help protect your property as well as local rivers, streams and lakes.

Rain gardens are cost-effective stormwater management tool that can be incorporated in a variety of landscapes. A rain garden is a bowl shaped garden designed to capture and absorb rainfall and snowmelt. When stormwater is captured, it helps to reduce the volume of runoff, thereby reduce flooding that can erode stream banks. It also helps to reduce excess nutrients, sediment, and pollutants from entering our water ways.

To learn how to create a rain garden, check out the Vermont Rain Garden Manual on-line or pick up a copy at the Cavendish or Ludlow Libraries. This manual includes “The Vermont Rain Garden Plant List”  for ferns, grasses, perennials, shrubs, and trees which are suitable for Vermont. This is a handy list to take when going plant shopping this spring as it provides information on what type of sun exposure a plant needs, salt tolerance, seasonal interest, what pollinators it attracts and lots more useful information

While rain gardens are not recommended in a naturally wet area of a lawn, there are other trees and shrubs to plant that will absorb the water in such locations. If you have a low-lying spot that collects rain, an easy solution is to use this space to grow plants that thrive in wet areas. The right plants will absorb the moisture and prevent runoff. Use the plant list in the manual to determine what might work best for your property.

If you are wanting to know more about planting to maintain riverbanks in and around the Black River Watershed, contact Black River Action Team (BRAT) blackrivercleanup@gmail.com or +1 802-738-0456

If you have gardening questions, take advantage of the free University of Vermont (UVM) Extension Master Gardener Hotline. Volunteers are available to take phone calls on Mondays, Wednesdays and Thursdays from 9 a.m. to noon at (802) 656-5421. Or you can submit your question online at www.uvm.edu/extension/mastergardener/helpline.
