1. CAVENDISH SELECT BOARD MEETING 5/13/24: Cavendish Select Board (SB) meetings are videotaped by Okemo Valley TV and available at their website. Unapproved minutes are available at the Town’s Website.

Action Taken

• Approved Ludlow Ambulance contract

• Approved the use of the Proctorsville Green for Cavendish Streetscapes Birds & Blooms on June 22

• Approved Liquor Licenses for Outer Limits; Cavendish Pointe Hotel; Cavendish Pointe Castle Hotel

• Approved Christopher Leonard as a Justice of the Peace

• Awarded Whitesville Road Paving contract to Bazin Brothers for a total of $259,697. The road will be closed (M-F) for two weeks.

Other Business

• Ambulance Contract: Stu Lindberg pointed out that there is a conflict with three members of the Cavendish SB being connected with Ludlow Ambulance and voting on their contract with the town. Mike Ripley and David are EMTs for Ludlow and both recused themselves from voting. Bob Glidden, as chief of the Proctorsville Fire Dept. provides first responder coverage.

Rick Chambers, town manager,  read a letter from Wendy Regier, who is advocating that people from Cavendish should have the choice of  hospital-Springfield or Mt. Ascutney. According to the second letter Chambers read, from Douglas Nelson, district 11 medical advisor, EMS protocol is to transport to the closest appropriate hospital for a patient, which for Cavendish is Springfield. This reduces the amount of time an ambulance is out of service, though Ludlow does provide coverage to other hospitals when medically necessary.

• Streetscapes ARPA Change Request: Would like to amend their initial grant request to purchase picnic tables instead of benches. There are no trash cans on the town greens and there is concern that picnic tables would attract trash. The board felt it best to see how benches work out before approving picnic tables or adding signage of “Pack it in, Pack it out.”

• Park Place Site visit/Public Hearing: Last fall the Board voted to move forward on making Park Place, the road behind Outer Limits Brewery, an official town road. The second step in this process a site visit and public hearing. The site visit will take place on July 8 (Monday) at 5 pm. A public hearing will follow at 6 pm at the Cavendish Town Office prior to the Monthly Select Board Meeting.

• Managers Report

-       Week of May 20th: Spring Hydrant Flushing

-       Town Crew has been replacing culverts on Whitesville Rd in preparation for paving.

-       Cavendish Memorial Day activities will take place on May 30 (Thursday) with the parade in Cavendish Village ending in the Cavendish Village Cemetery. There will be a stop at the Depot Street Bridge for the tossing of the wreath. The Parade begins after the program at CTES, which starts at 10 am.

-       Guard rails that were lost in the July floods are being replaced

• Radar Signs: Town Manager Rick Chambers would like to put up three signs. However, funding is not in this year’s budget and Chambers is looking for grants.

 

2. GMUSD INFORMATIONAL MEETING AND REVOTE: A  public informational meeting regarding the Green Mountain Unified School District (GMUSD) 2024-2025 budget has been scheduled at Green Mountain Union High School Library for May 30 (Thursday)at 6 PM. Warning: The legal voters of Green Mountain Unified School District, consisting of the towns of Andover, Baltimore, Cavendish and Chester are hereby warned to meet at the respective polling places on Tuesday, June 4, 2024 for the purpose of voting by Australian ballot. The business to be transacted includes the following:

Article 1: Shall the voters of Green Mountain Unified School District approve the School Board of Directors to expend $16,576,477.00 which is the amount the school board of directors has determined to be necessary for the ensuing fiscal year? It is estimated that the proposed budget, if approved, will result in education spending of $12,361.26 per long Term Weighted (LTW) equalized per pupil.

Cavendish’s Polling Place is the Proctorsville Fire Dept. Polls are open from 10-7. Absentee Ballots are available at the Cavendish Town Office.

 

3. CAVENDISH CULVERT SURVEY: Black River Action Team (BRAT), the Town of Cavendish, Cavendish Connects, and Dartmouth College have teamed up to conduct a survey of culverts in an effort to identify and remediate problems in order to reduce flooding. This past Saturday, the students surveyed all the culverts on Twenty Mile Stream Road and cleaned out debris from the ditches. On Wednesday and Thursday, the students continued their work on Old County Road, Meadowbrook Farm Rd, Atkinson, Prior and Moriglioni Roads. The students will again be surveying this coming Tuesday evening.

Thank you to the incredible Dartmouth students (Zoe, Andrew, Anna, Claire, Noah, Eben, Erin and Harper) their professors Dr. Charis Boke and Dr. Sarah Kelly and  BRAT- Kelly Stettner and Melissa Rockhill.

You can help maintain the culvert on your property and nearby by: Frequently removing all leaves, trash, or debris using a rake or shovel; Cut back grass and vegetation at the ditch/culvert when you mow your lawn; Do not dump any hazardous waste; and Note and alert the town of any erosion (802-226-7291). DON’T PITCH IN THE DITCH.

 

4. CAVENDISH RELATED NEWS

• Cavendish Fire District #2 Annual Meeting: The budget passed but was reduced by $9,900 for a final budget of $157,650.

• Cavendish Streetscapes Looking for Help with Watering: Cavendish Streetscapes is looking for volunteers to help water flowers around town. This is a shared task that involves a few days a week or month depending on how many volunteers we get. If you’d like to be a part of the Streetscapes mission to beautify the town, contact Streetscapes representatives Doris Eddy, Mary Ormrod, Lisa Ewald, Julia Gignoux, or Martha Mott.

• Green Up May: While a great deal was accomplished on Green Up Day, there are still areas of town not covered on May 4. Green Up Day is now Green Up May. Sign- up sheets and bags are available in the entry way of the Town Office, which is open 24/7. 1.SPRING HYDRANT FLUSHING: From Tuesday, May 21st, through Thursday, May 23rd, during the hours of 8 am to 5 pm, Cavendish Municipal Water will undergo spring hydrant flushing. System users are reminded that:

Flushing hydrants may cause temporary discoloration and turbidity of the water.  We apologize for any inconvenience to our users, however this very important system maintenance procedure must be conducted each spring and fall.  The flushing program allows the pipes to be purged and the hydrants checked for proper operation.

Users are advised to avoid drinking the water or washing clothes (especially whites) while discoloration is in evidence.  Following hydrant flushing in your area, users should run cold water until it clears before resuming normal use.  It is also a good idea to flush residential water heaters after the water clears following a hydrant flush in your area. 3. GREEN UP MAY: Vermont is a special place, and the Green Up Day event is a fine example of why that is the case. A huge thank you for your part in making this happen in 2024.

We have 68 roads (or road sections), and we managed to cover most of them. To try and get the rest covered, we changed Green Up Day to Green Up May! Many folks will be going into the town office to pay their taxes. There will be a poster about Green Up May with a sign-up for the roads that weren’t covered.

When you finished your route, we asked what you saw most frequently...beverage containers were hands down the winner. Budweiser and Twisted Tea take the cake. We asked how many bags you picked up. We have had from 2 to 9 bags on a single route. Lastly, we asked what was the most unusual item you found....mattress, television, garbage cans, tires, tanks and carpet.....But, we also heard about the pleasure people took walking our back roads and tending open areas.

As we drive down the clean roads, we can be proud of what we accomplished. If you have any suggestions for next year’s Green Up May please send them to us! • Rural Letter Carriers Food Drive: Tomorrow, May 11 (Saturday) is the food drive that benefits Black River Good Neighbors Services (BRGNS). Leave your donations in or attached to your mailbox. This includes Cavendish, Mount Holly, and all surrounding towns as well!.

• Cavendish Memorial Day Program/Parade: The Cavendish Memorial Day celebration takes place on May 30 (Thursday) with a program at Cavendish Town Elementary School, starting at 10 am. This year’s parade route will be in Cavendish Village. The parade begins after the conclusion of the program.

• GM school board approves warning for 3rd budget vote on June 4: The Green Mountain Unified School District (GMUSD) Board voted unanimously to approve a warning that will put a $16.5 million budget in front of the voters in Andover, Baltimore, Cavendish and Chester on Tuesday, June 4. This will be the third vote on the school budget since the first two were voted down. Those cuts reduce the base tax rate for the four towns that comprise the district from $1.34 per hundred of assessed value in the current year’s budget to $1.255 per hundred in the proposed budget. Each town has its own Common Level of Assessment or CLA, which compares the market value of property to the value assessed by the town. When those numbers are far apart, they can play havoc with the residents’ actual tax bill. The school has no control over the CLA.  Factoring in the CLA, the projected tax rates can vary from $1.29 per hundred in Baltimore to $1.79 in Andover, and those are reduced from earlier budget versions by the nearly $1 million in cuts. • CCC Extends Photo Contest: The CCCA has extended the time for calendar photo submissions until the end of the month: You can still submit a photo for the 2025 Calendar until the end of May!   Strength and Resilience is the message, and we are hoping for some good takes on how Cavendish responded to the floods, how our children continue to thrive and how the humble flower finds its way back in Spring. 1. GREEN UP DAY: This year the CCCA is partnering with the Town of Cavendish and the Cavendish Recreation Committee to help with the yearly effort to keep our village and back roads looking beautiful. This is a town wide activity. Enjoy a morning stroll along your favorite road, take part in a "trash survey" and gather for a catered lunch after the work is done.

Claim your road on the Map available at the Town Office or call Stephanie at 802 384-0205 or email Bonnie at bdayaemig@gmail.com. Pick up bags at the town office today or on the Proctorsville Green tomorrow, Saturday, May 4th. Bags are in the entry way of the town office (open 24/7) and the sign-up sheet is just above the bags on a bulletin board.

Green Up Day activities will take place on the Proctorsville Green. Pick up bags and assignments from 9-10. Meet back on the Green 11:00 to 1:00 for sandwiches and beverage.

To help reduce flooding risks, please pay attention to ditches, drains and culverts, removing trash and debris when you see it. If you find a problem, please report it to the Town office 802-226-7291 or to the Green Up Team on the Proctorsville Green.

Green Up Safety Tips: Tie your bags and bring to transfer station or to Proctorsville Green on Saturday Work your road facing traffic...up one side and down the other. Wear long pants and check for ticks. If you see a needle or sharp material, find an adult, put it in thick, sturdy container and place in regular trash.

 

2. CAVENDISH RELATED NEWS

• Bob Williams (1962-2024): Known to many for his pond and snowmobile business as well as the William’s Country Store, Bob passed away peacefully after a courageous battle with cancer on April 25th. Bob also drove the CTES School bus for a number of years. A private celebration of life will be held by family at Bob’s home in Cavendish. Click here to sign the guest book.

• Tone for Mabel Ward: Today, Friday May 3, there will be a long blast of siren on the Cavendish fire station, as requested by Mabel Ward’s  family, a little after 10 am for her funeral service. Mabel will be escorted to the Cavendish Cemetery by the fire trucks.

• Cavendish Houses with Stencils: The Cavendish Historical Society (CHS) is aware of three houses in Cavendish/Proctorsville built  in the late 18th early 19th century that still have stenciled walls. The Salmon Dutton House that once stood on the Cavendish Green, known for its stenciling, is now at the Shelburne Museum. If you know of houses of this era that still have original stenciling, please contact CHS at 802-226-7807 or e-mail margocaulfield@icloud.com

• GMUSD Formulates a Third Budget: This past Tuesday the Green Mountain Unified School (GMUSB) Board meet to discuss a new budget, as the two prior ones have been voted down. A well- attended meeting in person and by Zoom, many had come prepared to discuss restructuring options. However, it took three hours for the board to work through a revised budget, once again spear headed by Lauren Fierman, the outgoing Two Rivers Supervisory Union (TRSU) superintendent.  If the third budget attempt fails, by July 1, the district will be obliged to borrow 87 percent of the current budget of $15.8 million budget or $13.8 million. During the public comment period, which came late in the meeting and after some people had left, it was suggested that Green Mountain Union High School be closed. There will now be a separate school restricting meeting on May 22 at CTES. 1. VT STATE POLICE: REQUEST FOR INFORMATION: On 4/22/24 [Monday] at approximately 1838 hours [6:30 pm], The Vermont State Police Westminster Barracks received a report of a burglary on Old Bailey Hill Rd in Cavendish, VT. An investigation revealed that an unknown person broke into a residence, and various items were taken from the residence. More specific information regarding the items stolen is forthcoming. Anyone with information about this incident is encouraged to contact Trooper Elias of the VSP Westminster Barracks at 802-722-4600 or submit an anonymous tip at vsp.vermont.gov/tipsubmit.

 

2. GMUSD BUDGET VOTED DOWN: The re vote of the Green Mountain Unified School District (GMUSD) budget failed on Tuesday by a vote of 340 (no) to 220 (yes). Cavendish had a low  turnout of just 152 voters. After the failed vote in March, the GMUSD board reduced  the budget by $432,561, less than a 3% reduction for a final budget of $17 million. With the CLA calculation, the final education tax rates could range between $1.33 to $1.85 per $100 of assessed property value.

Ludlow and Mt. Holly’s budget-the other district that is part of the Two Rivers Supervisory Union along with GMUSD-also failed by a vote of 272 (no) to 245 (yes).

According to Superintendent Lauren Fierman, the district has to put forward budget proposals until one of them passes. It would be ideal if that happens before June 30 — the end of the fiscal year — but if not, the district can draw 87 percent of this year’s budget and continue to put forward proposals until one passes. If that happens after July 1, it will add the logistical complication of starting the year with one budget, then moving to another. Chester Telegraph

• Cavendish Historical Society Spring Newsletter: Now available at the CHS blog, the newsletter includes a list of upcoming events as well as some research CHS has been doing.

• Amelia Earhart @ the Cavendish Library: Sheryl Faye will be at the Cavendish Library, May 1 (Wednesday) 6 pm for her one woman show about Amelia Earhart. This is free, family friendly and open to the public.

• Mother’s Day Tea Party: Sponsored by Shaw’s and the Ludlow Recreation Department, a Mother’s Day Tea Party will be held on May 11 from 11-1 at the Ludlow Community Center Cafeteria. Enjoy assorted teas, drinks, sandwiches, fruit, vegetables and desserts. There will be Door Prizes, games and fun. RSVP is requested as there is limited seating. Free and open to the public. • Claremont NH Road Construction: Since many people in the Black River Valley are shopping in Claremont, it’s helpful to know that there is a major road improvement project at the intersection of Route 12 & North St.This Federally funded project involves reconfiguring the NH 12/North Street intersection and reconstructing, realigning, and widening the respective roadway approaches which total approximately 5,200 feet in length.  The work will include profile improvements on North Street and a stop-controlled intersection where North Street meets NH 12.  Utility adjustments, a new water line, drainage improvements, culvert replacement, soldier pile retaining wall construction, and stormwater management measures will also be included….The anticipated completion date is Friday, November 14, 2025. MAY 2 (THURSDAY): Community Luncheon at the Ludlow Community Center, serving begins at noon. The meal will be a pork roast followed by bingo. This event is free and open to the public. The meal is provided by Black River Good Neighbors Services (BRGNS).
